What Effect Will Annexing Into Cayce Have on the Water in Congaree Swamp?

None.
This is about who will make the decisions. It is not a decision about the water. After the property is annexed, Cayce and Cayce residents will make the decisions that affect Cayce residents first, and any affects on the Congaree Swamp will be considered at that time.
No water changes at all if Cayce decides to annex.

Who is currently responsible/liable for the existing levees on the property?

The existing levees, which are tall enough to hold out the 100 year flood, were built by Burwell Manning. He agreed to maintain the part on his property and that of Heathwood Hall, and the City of Columbia agreed to maintain the levee which it owns on its property. All of these levees form a single protection system for both the sewer plant and Heathwood Hall School.
No one is asking the City of Cayce to build, own, or maintain any levees.
